Context and problem statement

The OTR was created by the law of December 10, 2012, passed unanimously by the people's representatives. It integrates the customs and tax directorates into a single structure. It is a public administrative establishment with administrative and financial autonomy. It is responsible for collecting taxes and customs duties on behalf of the State and local authorities.
Before turning to OPENSYS Technologies, the OTR was faced with the challenge of maintaining its policy of continuous improvement of the applications made available to its operational departments. Faced with this problem, the OTR had to initiate the project to set up a database for the evaluation and control of used vehicle values, the main aim of which is to provide the Customs and Indirect Taxes Department with reliable databases enabling it to correctly evaluate and control the clearance of used vehicles. The establishment of such a database should serve as a reference for all competent customs units when assessing and controlling imported vehicles. The idea behind the project was to enable operators either to visit customs offices, enter their vehicle data into the application and obtain its value without any contact with a customs officer, or to access it online from home. It was in this context that OPENSYS Technologies stepped in with its technical expertise and professionalism to provide solutions tailored to the OTR's specific needs.

The solution was implemented iteratively, following a detailed project plan that included stages of requirements specification, development of design and architecture documents, testing and deployment. The OPENSYS Technologies Group team also provided capacity building and skills transfer to OTR teams to ensure successful adoption of the solution.

Solution components

OPENSYS Technologies has developed a complete solution, made up of functional modules, which enables the customs and excise department to manage all stages of the valuation and control cycle for imported vehicles. These modules are as follows:

  • Complete the information required to finalize the search
  • Calculating the value of used vehicles

Context and problem statement

Background and problem statement. AGF was created in 2011 and currently has 5 shareholders, including: the Danish government (represented by DANIDA), the Spanish government (represented by AECID) and the African Development Bank (AfDB); the Agence française de développement (AFD) in 2015 and the Nordic Development Fund (NDF) in 2016. Its mandate is to facilitate access to financing for SMEs, enabling them to fully play their role as engines of growth for African economies.
Before turning to OPENSYS TECHNOLOGIES, AGF was faced with a complex problem related to the management of its guarantee process. The process was manual and fragmented, resulting in processing delays, errors and limited visibility of the warranty portfolio. Document management was difficult, with an increased risk of loss or error. In addition, communication with the various stakeholders was laborious, leading to delays and misunderstandings. In short, AGF needed a robust, professional solution that would streamline its warranty process, reduce errors, increase portfolio visibility and improve communication with stakeholders. It was against this backdrop that OPENSYS TECHNOLOGIES stepped in with its technical expertise and professionalism to provide solutions tailored to AGF's specific needs.
